This would a thing , which is not letting you to connect to any server.
Un-install your vcmp 0.4 from programs features then reinstall it.

Edited:

Actually , unmark "Run this program as compatiblity" from gta-vc.exe properties and try to run game.Also unmark all check-boxes if not the game is running correctly.

If you have solved the problem , its okay.But if you need another solution try Run VC-MP as administrator.
